　　Xinhua News Agency, Beijing, March 27 - Premier Li Qiang presided over the State Council Executive Meeting on March 27 to study and implement the spirit of General Secretary Xi Jinping's important speech at the symposium on promoting high-quality construction and development of Xiong'an New Area, hear the report on the current development of China's service industry, and research policies and measures to accelerate the construction of a hierarchical medical system.

　　The meeting emphasized that the construction of Xiong'an New Area is a major strategic decision made by the Party Central Committee. It is necessary to combine the study and implementation of General Secretary Xi Jinping's important speech with the implementation of a series of deployments by the Party Central Committee regarding the construction and development of Xiong'an New Area. We must maintain strategic determination and historical patience, while also having a sense of urgency and vigor to advance the high-quality construction and development of Xiong'an New Area with pragmatic and effective measures. We should focus on key tasks at the current stage, enhance the motivation for relieving Beijing's non-capital functions and the attraction for undertaking them, and effectively manage high-quality construction and efficient governance. We should gather advantages from Beijing, Tianjin, Hebei, and other areas to cultivate a modern industrial system and continuously enhance endogenous development momentum. All relevant parties should strengthen the overall perspective and execution, provide greater support to the New Area in policy innovation, major platform layout, regional economic cooperation, timely research new situations, solve new problems, and gather greater synergy for the construction and development of Xiong'an New Area.

　　The meeting pointed out that the service industry is an important component of the modern industrial system and is related to the overall high-quality development and modernization construction. We must fully tap the potential of service industry development, promote the extension of productive services towards specialization and high-end value chains, and facilitate high-quality, diversified, and convenient development of life services. We should focus on key areas with strong driving forces, improve policy support and institutional mechanisms, increase support in finance, taxation, and element assurance, expand market access and open fields for the service industry, and fully unleash market vitality. We should form a synergy in work, construct a multi-dimensional comprehensive evaluation index for service industry development, and fully mobilize the enthusiasm and initiative of all parties to develop the service industry.

　　The meeting pointed out that promoting hierarchical medical treatment is conducive to improving the operational efficiency of the medical and health service system and better meeting the needs of the public for convenient medical treatment nearby. We must coordinate the construction of a hierarchical medical system and the implementation of the medical and health foundation enhancement project, guide the public to first seek diagnosis for common and chronic diseases at the grassroots level, optimize referral service management to enhance continuity of medical treatment, and solidly carry out family doctor contract services to promote the sinking of medical and health services and the improvement of grassroots capabilities.
