To plan the new development blueprint for Shanghai International Shipping Center, in accordance with the work deployment of the Shanghai Municipal Government, the Shanghai Municipal Transportation Commission has taken the lead in drafting the "15th Five-Year Plan for Accelerating the Construction of Shanghai International Shipping Center" based on the "Outline of the 15th Five-Year Plan for National Economic and Social Development of Shanghai." The draft has recently been released for public consultation.
Since the "14th Five-Year Plan," the development of Shanghai International Shipping Center has achieved remarkable results. According to the Xinhua-Baltic International Shipping Center Development Index, Shanghai International Shipping Center has consistently ranked third globally, with its international influence and core competitiveness continuously improving. Significant achievements have been made in various aspects: efficient coordination in port hub operations, improved quality of aviation hub operations, steady development of the cruise economy, enhanced branding effects of shipping services, accelerated transformation towards digital and low-carbon shipping, and continuous improvement of the shipping development environment.
The draft highlights bottlenecks in the development of Shanghai International Shipping Center:
1. The construction and operation of hub ports are constrained by resource bottlenecks, and the overall efficiency of the collection and distribution network needs improvement. Shanghai Port's container terminals have been operating at high capacity for a long time, and port safety resilience urgently needs strengthening. The Yangtze River estuary channel system is not yet fully completed, inland container transport channels are limited, and the long-term capacity of sea-rail intermodal transport channels needs breakthroughs. Aviation hub passenger infrastructure is saturated, with weak intercontinental connectivity and global reach, and the transfer function and ground collection and distribution systems need enhancement.
2. A high-end shipping service ecosystem needs significant cultivation, and the soft environment for shipping industry development requires continuous optimization. The agglomeration effect of the shipping industry has not been fully realized, and professional services such as shipping insurance, financing, and arbitration need improvement. Professional service offerings aligned with the trends of digital and low-carbon development in the shipping industry require iterative upgrades. The soft environment for shipping development still lags behind international first-class standards, and the convenience of cross-border flows of goods, capital, talent, and information needs enhancement. Participation in international shipping governance needs strengthening.
3. The green transformation of the shipping industry urgently requires industrial support, and a collaborative and efficient digital logistics system needs to be accelerated. The application of new fuels for ships is constrained by industrial support, and standards, regulations, and supporting policies need gradual improvement. The energy structure of hub ports requires optimization, and the promotion and application of shore power and new energy non-road mobile machinery need strengthening. The digitalization level of inland waterway infrastructure urgently needs improvement. A digital logistics system integrating "sea, land, and air" multimodal transport needs to be established quickly.
The draft specifies the overall development goal for Shanghai International Shipping Center: to fully support Shanghai in building a socialist modern international metropolis with global influence. By 2030, the center aims to be globally leading in hub gateway capabilities, offer high-quality and convenient modern shipping services, lead in smart and low-carbon shipping demonstrations, establish a resilient shipping governance system, and significantly enhance global shipping resource allocation capabilities.
Specific goals include:
1. A more stable position as a world-class shipping hub. Build a leading, high-quality international container hub, playing a core leading role in the Yangtze River Delta world-class port cluster, with an annual container throughput of approximately 58 million TEUs. Consolidate the position as China's top international aviation hub, essentially establishing a leading aviation hub in the Asia-Pacific region, with Shanghai's two airports achieving an annual passenger throughput of 150 million and cargo and mail throughput of approximately 4.7 million tons.
2. A smooth and efficient networked collection and distribution system. Significantly improve the digitalization and intelligence level of logistics transportation, achieve a rational structure and efficient intermodal transport of various transportation modes, and further enhance the high-quality integrated collection and distribution network. By 2030, the proportion of container water-to-water transshipment will reach 55%, and container sea-rail intermodal transport volume will reach approximately 2 million TEUs.
3. Significantly enhanced radiative shipping service functions. Focus on modern shipping services such as shipping insurance, financing and settlement, maritime arbitration, shipping transactions, and information consulting. Achieve accelerated agglomeration of shipping service elements, comprehensive improvement in capabilities, and significantly enhanced independent supply capacity, essentially establishing a modern shipping service system that is functional, open, integrated, and radiative.
4. A complete composite cruise economy model. Form a Shanghai model for the cruise economy integrating comprehensive hubs, headquarters operations, design, construction, and maintenance. Achieve an annual cruise berth count of 420, significantly enhance the agglomeration effect of international cruise headquarters bases, further improve the cruise manufacturing and supporting industry system, and initially establish an Asia-Pacific cruise economy center.
5. International leadership in innovative digital and green shipping. Complete the construction of a cross-sectoral digital shipping ecosystem, lead globally in independently innovative smart shipping technologies, develop a green shipping industry cluster with upstream and downstream collaboration, form a new pattern of green, low-carbon, smart, and efficient shipping development, and cultivate a new shipping industry ecosystem characterized by integrated innovation and abundant momentum.
6. A basically established modern shipping governance system. Establish a system conducive to the convenient and secure flow of elements such as talent, capital, technology, and data. Form an advanced, efficient, and reliable shipping security system, significantly enhance the international influence of "Shanghai standards," "Shanghai solutions," and "Shanghai brands" in the shipping field.
To achieve the above goals, the main tasks of the "15th Five-Year Plan" include:
1. Promote capacity expansion and efficiency improvement to create a globally leading international seaport hub.
Promote phased capacity formation at the container terminal in the northern operational area of Xiaoyangshan, complete the second phase of the container terminal renovation project at Luojing Port Area. Strategically plan new development spaces for Shanghai Port to reserve technology and resources for enhancing hub port resilience. Build a multimodal transport center along the Yangtze River Economic Belt, advance infrastructure interconnectivity, efficient sharing of intermodal information, mutual recognition and use of rules and standards, and mutual trust and communication in management mechanisms. Complete the second phase of the South Channel navigation project, essentially complete the Su-Shen Inner Port Line (provincial boundary-Wendong Hub), the eastern extension of the Dalu Line, Youdun Port, and the Luowen River navigation improvement projects, strengthening the function of high-grade inland waterway networks connecting rivers to the sea and direct river-sea main channels. Build the Waigaoqiao container railway central station and port loading and unloading lines, construct the Shanghai-Zhapu-Hangzhou railway, and continuously expand the hinterland market for sea-rail intermodal transport. Support market entities in strengthening cross-regional port and shipping cooperation, deepen the integration of maritime, customs supervision, and service guarantees in the Yangtze River Delta. Promote the scaled development of international transshipment and consolidation, "linked unloading," deepen the construction of the Shanghai International Shipping Center ship registration service platform, build an international shipping digital ship supply service platform, and support the China Classification Society in establishing headquarters functions in Shanghai. Strengthen the water security system.
2. Fully enhance capabilities to build a comprehensive international aviation hub.
Build a collaborative and efficient multi-airport system, complete and put into use the fourth-phase expansion project of Pudong Airport, promote the opening of the fifth runway at Pudong Airport, and advance the construction of Nantong New Airport. Complete the Oriental Hub Shanghai East Station, creating a large-scale comprehensive transportation hub integrating multiple transportation functions, and develop "aviation+" multimodal transport. Centered on Pudong International Airport, construct an international route network with "one circle, six corridors, and five channels," create a nationwide domestic route network, deepen effective connections between international and domestic route networks, and enhance hub transfer functions. Support the main hub operator in building a super carrier for air transport based in Shanghai, establish "six in, six out" flight waves, and improve transfer scale and intermodal efficiency. Continuously optimize the transfer service process at Pudong Airport, creating a high-quality airport service benchmark. Strengthen the infrastructure guarantee capacity for air cargo, support airlines and logistics integrators in increasing full freighter capacity investment, attract various operating entities to establish headquarters or distribution centers, and expand front-end cargo stations as appropriate. Promote optimization of airspace and route structure in the Yangtze River Delta region, increase the number of entry and exit ports for Shanghai hubs, and achieve orderly expansion of peak-hour capacity at the two airports.
3. Focus on addressing shortcomings to enhance high-end shipping service capabilities.
Leverage the advantages of the Shanghai Shipping Insurance Association, Shanghai International Reinsurance Registration and Trading Center, and specialized shipping insurance institutions to accelerate the construction of a shipping insurance ecosystem. Focus on risk protection needs in areas such as new types of ships and multimodal transport, encourage the development of specialized and customized insurance products. Build a global shipping insurance service platform, expand the functional coverage of the global surveyor service network. Vigorously develop financing and leasing businesses for aircraft, ships, and core components, enhance the professional service level of the one-stop financing and leasing service platform in the Lingang New Area. Improve the convenience and efficiency of cross-border use and payment of RMB, guide international shipping and upstream and downstream enterprises to prioritize RMB pricing or settlement. Improve temporary arbitration system rules and supporting service measures, actively promote the application and development of temporary arbitration in key areas such as shipping insurance and reinsurance, and encourage arbitration practices in emerging fields such as blockchain electronic bills of lading and multimodal transport "one bill system." Leverage the role of the Shanghai Shipping Legal Community to guide various shipping operating entities to choose Shanghai arbitration institutions or Shanghai as the arbitration location to resolve disputes. Build a world-class shipping exchange, establish a full-industry-chain service platform for ship transactions, and create internationally influential shipping index providers.
4. Create new productivity and promote the digital, intelligent, and green transformation of the shipping center.
Relying on the digital infrastructure of shipping trade, promote the expansion and quality improvement of applications such as electronic bills of lading, electronic cargo release, and multimodal transport, construct a distributed collaborative data chain along the Yangtze River Economic Belt, upgrade the international container transport service platform, and build a digital service ecosystem for shipping trade covering the entire process, region, and elements. Create an upgraded version of smart ports, promote the demonstration application of automated container terminals, advance the construction of smart channels and smart bases at the Yangtze River estuary, and systematically plan the second phase of inland smart channel construction projects. Build a global benchmark for smart airports, construct an open and shared data ecosystem, and create smart service scenarios such as proactive safety prevention and control, efficient collaborative guarantees, and "one-face passage." Promote optimization and adjustment of the energy structure, enhance the storage and refueling capacity for bonded LNG and green methanol for ships, promote the application of clean energy ships powered by batteries and methanol in inland scenarios, and steadily advance the construction of "green shipping corridors." Encourage the use of clean energy and new energy replacement products for newly added or updated non-road mobile machinery in ports and airports, continuously increase the proportion of renewable energy use at airports, and promote the application of sustainable aviation fuel (SAF) in civil aviation.
5. Promote integration and co-chain to build a new shipping industry system.
Build green fuel refueling centers and trading centers, accelerate the construction of a shipping green fuel supply system that balances domestic and international needs, explores the establishment of a spot trading market for shipping green fuel, and actively participates in the construction of China's independent international shipping sustainable fuel certification system. Promote the low-carbon and intelligent transformation of ship equipment, enhance the intelligent level of shipbuilding and repair industries. Advance the development of port equipment manufacturing, expand diversified markets such as the "Belt and Road," and strengthen the export of international standards and rules. Build a high-level cruise operation center, cultivate competitive local cruise operating enterprises. Establish an Asia-Pacific cruise tourism hub port, encourage the creation of a rich and distinctive cruise route system. Develop a national-level cruise tourism resort area, optimize cruise destination functions and environmental quality, and enhance comprehensive supporting services for cruises. Build large cruise assembly and construction bases and maintenance and modification bases. Attract key links and critical component R&D and production enterprises in the industrial chain, and collaborate with the Yangtze River Delta to build a national advanced manufacturing cluster centered on large aircraft assembly and manufacturing. Rely on Pudong International Aviation City and Hongqiao Airport Economic Demonstration Zone to attract headquarters and functional institutions of aviation service enterprises. Encourage the exploration and application of low-altitude economy in scenarios such as intelligent maritime supervision, port area environmental monitoring, and anchorage material delivery.
6. Deepen comprehensive reforms to create a world-class business environment.
Relying on the integrated digital foundation of Shanghai International Trade "Single Window," deepen the construction of smart ports to create a safe, convenient, and efficient customs clearance environment. Actively seek innovative immigration management policies to be piloted in Shanghai, enhancing the convenience of entry and exit for foreign personnel. Continuously establish Shanghai as the preferred location for resolving international shipping disputes, strengthen the effective connection between international and domestic laws, and promote diversified resolution of maritime and aviation disputes. Implement the "Sea Talent Action" for high-end shipping talent, promoting talent attraction through projects and platforms. Optimize special support policies to expand shipping service functions and guide the application of new digital and low-carbon technologies. Build high-level, professional, and international platforms for international shipping cooperation and exchange, assisting local shipping service enterprises in "going global." Deepen cooperation with international organizations in maritime and aviation fields, actively integrate into the international shipping governance system. Expand the construction of shipping cultural bases and enhance the international influence of Shanghai's shipping culture.
To this end, four safeguard measures are proposed:
(1) Strengthen organizational guarantees for plan implementation.
Fully leverage the role of the Shanghai Municipal Leadership Group for Accelerating the Construction of the "Five Centers," strengthen top-level design and overall coordination, and promote the coordinated development of shipping with trade, finance, technology innovation, and economic centers. Deepen the cooperation mechanism between the Ministry of Transport, the Civil Aviation Administration of China, and Shanghai Municipality in jointly building the international shipping center, actively seek support from national ministries, and jointly coordinate the implementation of major reforms, projects, and policies for the shipping center.
(2) Strengthen regional cooperation and linkage in the Yangtze River Delta.
Promote the construction of an integrated governance system for ports and shipping in the Yangtze River Delta, strengthen the division of labor and collaboration among regional airports, enhance investment and operational cooperation, planning and regulatory coordination, infrastructure connectivity, and efficient information exchange. Improve the ability of the Yangtze River Delta world-class port and airport clusters to serve the nation and participate in global competition. Support the Shanghai Combined Port Management Committee and its office to better play their roles, strengthen comprehensive coordination of port and shipping affairs, and promote central-local linkage and regional collaboration.
(3) Enhance risk prevention and response capabilities.
Continuously monitor international trade development trends and geopolitical dynamics, strengthen analysis of trade and industrial policies of major global economies, closely observe the impact of international logistics regulatory frictions, assess risks and challenges faced by the shipping industry, and prepare response strategies. Enhance industry risk response capabilities under sudden events such as geopolitical conflicts and public health crises, build a safe, resilient, and controllable logistics service system, and promote the security and stability of international logistics and supply chains.
(4) Improve statistical monitoring and evaluation mechanisms.
Optimize the statistical system for Shanghai International Shipping Center, improve the statistical indicator system based on new trends in shipping industry development and new requirements for shipping center construction, and strengthen daily monitoring. Regularly evaluate the progress of Shanghai International Shipping Center construction, analyze indicator completion, task implementation progress, and policy effectiveness, and promote effective implementation of the plan. Establish communication and feedback mechanisms between the government, enterprises, and institutions, and leverage the role of industry associations as bridges and supervisors.
