Shaanxi improves the main framework of the "rice-shaped + five horizontal and two vertical" comprehensive three-dimensional transportation network.

  On April 13, the Shaanxi Provincial Government released the "Outline of the 15th Five-Year Plan for National Economic and Social Development of Shaanxi Province" (referred to as the "Outline"), proposing the construction of a modern comprehensive transportation system, improving the main framework of the "star-shaped + five horizontal and two vertical" integrated three-dimensional transportation network, and building a higher-level transportation powerhouse. By 2030, the operating mileage of high-speed rail will exceed 2,000 kilometers, and the total mileage of expressways will exceed 7,400 kilometers.

  During the "15th Five-Year Plan" period, Shaanxi will optimize railway layout channels, adhere to the balance between road networks and hubs, promote the construction of high-speed railways such as Suide to Taiyuan and Yulin to Ordos, complete and put into operation high-speed railways such as Xi'an-Shiyan, Xi'an-Ankang, and Ankang-Chongqing, as well as the Xi'an East Station transportation hub. It will also study and advance the construction of high-speed railways such as Xi'an to Hefei, forming a star-shaped high-speed rail main framework centered on Xi'an, achieving "high-speed rail access to every city." Currently, the Xi'an-Shiyan high-speed railway has entered the joint commissioning and testing phase, the Xi'an-Ankang high-speed railway has begun static acceptance work, and Xi'an East Station is in the preparation stage for operation.

  The "Outline" clarifies the principles of strengthening the center, increasing connectivity, enhancing inter-provincial links, and upgrading quality. It aims to optimize and improve the "three rings, six verticals, nine radiations, and twelve horizontals" expressway network, enhance intercity commuting efficiency in the Guanzhong Plain urban cluster and Xi'an metropolitan area, and strengthen road network connections with surrounding urban clusters. It will orderly advance the expansion and renovation of early-built expressways, carry out safety resilience enhancement projects for highways such as the Xi'an to Shaanxi-Sichuan border section of the Beijing-Kunming Expressway and the Xi'an to Shaanxi-Hubei border section of the Fuyin Expressway, and implement new construction, reconstruction, and pavement renovation of ordinary national and provincial roads and rural roads.

  In terms of improving aviation hub efficiency, Shaanxi will fully complete the third-phase project of Xi'an Xianyang International Airport and airports in Fugu, Dingbian, and Baoji, forming a "one main, one auxiliary, six branch" transportation airport layout. It will accelerate the construction of Xi'an Xianyang International Airport as a composite international aviation hub with a regional gateway position, establish the main framework of an intercontinental route network, expand fifth freedom traffic rights routes, and densify the "Belt and Road" route network. It will cultivate and strengthen airlines with Xi'an as the main operating base and promote the integration of Xi'an Xianyang International Airport into the high-speed rail network.

  As an important node for jointly building the "Belt and Road" and a key base for opening up to the west, Shaanxi is actively constructing a Eurasian land-sea trade corridor. The "Outline" proposes systematically upgrading open channel hubs, promoting deep integration of the new Eurasian land-sea intermodal transport corridor with the new western land-sea corridor, and strengthening the organic connection of railways, highways, aviation, and waterways. To the west, it will accelerate the double-track renovation of the Longhai Railway and Xiping Railway to enhance railway channel capacity. To the east, it will deepen cooperation with seaports such as Qingdao Port and Ningbo-Zhoushan Port, fully integrating into the global port and shipping system, and strengthening the east-west opening axis of the new Eurasian land-sea intermodal transport corridor. To the north, it will connect with the China-Mongolia-Russia Economic Corridor, promoting capacity expansion and efficiency enhancement of the "Xi'an-Yulin-Erenhot" corridor. To the south, it will connect with the new western land-sea corridor, developing multimodal transport combining rail, road, water, and air.

  During the "15th Five-Year Plan" period, Shaanxi will promote the upgrading and efficiency enhancement of the China-Europe Railway Express Xi'an assembly center, expand a diversified channel network, strengthen the integration of trunk and branch lines, accelerate the layout and networking of overseas stations, and establish "hub-to-hub" cooperation mechanisms between Xi'an and key overseas nodes such as Duisburg and Moscow. It will strengthen Xi'an's international aviation hub, implement the million-ton aviation logistics project, expand the all-cargo route network, optimize and strengthen domestic cargo transfer services, and build key projects of the "Air Silk Road" centered on Xi'an-Budapest, with Xi'an-Almaty and Xi'an-Hong Kong as supplementary routes. By 2030, the number of all-cargo routes will reach 30.
