The "Action Plan" proposes to promote the application of "Artificial Intelligence+" in smart transportation, focusing on the construction of a free trade port and an international tourism consumption center, with the core path of building a demonstration area for the digital transformation of transportation infrastructure with "one island, two coasts, and three integrations," to create a safe, efficient, green, and intelligent modern comprehensive transportation system.
The "Action Plan" clarifies that Hainan will accelerate the promotion of the "vehicle-road-cloud integration" application pilot for intelligent connected vehicles, encourage the circulation and application of data elements under the premise of ensuring data security, and promote cross-regional data co-construction, sharing, and utilization. It will focus on the two main lines of the island's tourism highway and the island's expressway, promote the digital upgrade of road infrastructure, open test roads, and develop characteristic application scenarios such as "tourism + mobile consumption" and "tourism + smart travel." It will build a smart transportation brain and digital twin platform, establish a provincial-level smart transportation big data platform, develop smart logistics and green transportation, and promote the application of artificial intelligence in scenarios such as logistics park operations, port and airport scheduling, unmanned handling, and intelligent sorting.
In the field of "Artificial Intelligence+" low-altitude economic applications, Hainan will layout a province-wide low-altitude intelligent connected infrastructure system, promote the deep integration of artificial intelligence technology with the low-altitude industry, focusing on the development of characteristic scenarios such as low-altitude logistics, marine monitoring, tourism sightseeing, and emergency rescue, to build a safe, controllable, efficient, collaborative, and intelligent convenient emerging low-altitude economic industry. It will construct a provincial-level low-altitude intelligent connected regulatory service platform to enhance the intelligence level of low-altitude flight management; promote the intelligent upgrade of low-altitude take-off and landing facilities such as general airports and vertical take-off and landing sites; layout drone logistics nodes to build an instant delivery network covering urban and rural areas and islands, and carry out applications such as cross-sea transportation, intercity freight, and end delivery; expand low-altitude tourism and marine applications, promote the construction of low-altitude sightseeing platforms, and develop new formats such as drone VR aerial photography and low-altitude tours; promote the application of artificial intelligence technologies such as drone swarm collaborative control and robot autonomous navigation in scenarios such as dangerous environment exploration, personnel search and rescue, and precise material delivery.
The "Action Plan" proposes to create a "Artificial Intelligence+" deep-sea technology characteristic scenario demonstration, promoting the construction of application scenarios such as intelligent prediction of the marine environment, marine disaster prevention and mitigation, marine resource survey and exploration, and intelligent operation and maintenance of equipment.
