It called for strict adherence to democratic centralism, leveraging the leadership role of the party group in setting direction, managing major issues, and ensuring implementation. The meeting also emphasized the need to firmly shoulder the political responsibility of party governance, unwaveringly advance comprehensive and strict party discipline, persistently implement the spirit of the CPC Central Committee's eight-point regulations and their detailed rules, deeply address formalism to reduce burdens on grassroots, and advance the construction of clean transportation in depth.

It called for resolute efforts in transportation safety production, adhering to the principles of safety first, prevention-oriented, and comprehensive treatment, strictly implementing the safety production responsibility system, focusing on major risk hazard investigation and rectification, solidly carrying out flood season safety prevention, emphasizing proactive defense through "response, inspection, control," strictly implementing the requirements of suspending, closing, and evacuating during warning weather, advancing special governance of prominent issues such as collisions between commercial and fishing vessels, and meticulously managing safety supervision in key areas such as construction projects, "two passengers and one hazardous," port hazardous goods, and inland waterway passenger transport.
