He highly praised the significance of IBI establishing the Digital Economy Headquarters in Almaty, believing that the project will not only contribute to Kazakhstan's digital ecosystem construction and deepen investment cooperation but also become an efficient interaction platform for government, enterprises, academia, and research. He stated that the Ministry of Trade promises to continue providing policy support and wished for the smooth implementation of the headquarters project, helping elevate the comprehensive strategic partnership between China and Kazakhstan to a higher level.
Smagulov Olzhas Mukhtarovichbelieves that, under the strategic guidance of the leaders of China and Kazakhstan, both sides are committed to transforming political consensus into specific projects and business connections. The establishment of the IBI Kazakhstan Digital Economy Headquarters marks a new breakthrough in the fields of digital economy, industrial internet, cross-border trade, and investment cooperation between China and Kazakhstan. As the financial, trade, and technology center of Kazakhstan, Almaty accounts for more than one-fifth of the country's economic output. The establishment of the IBI Digital Economy Headquarters will strongly promote regional cooperation and industrial upgrading.
Liu Yongzongbelievesthatthe continuous deepening of the "Belt and Road" initiative and the steady upgrading of the comprehensive strategic partnership between China and Kazakhstan have made the digital economy an important focus of industrial cooperation between the two countries. Kazakhstan is the core hub of the Silk Road Economic Belt, and IBI is a leading industrial internet enterprise that has grown locally in Fengtai District. The launch of the headquarters is a concrete practice of Fengtai enterprises implementing the "going global" strategy. Fengtai District is promoting the construction of a legal affairs zone and an international legal and commercial integration demonstration zone. The simultaneously unveiled "Xianfeng Qihang" Overseas Service Liaison Station (Kazakhstan Station) will provide one-stop services such as policy consultation, legal compliance, and landing coordination for Chinese and Kazakh enterprises. He stated that, taking this as a breakthrough, Fengtai District will fully leverage IBI's resource integration capabilities and the service advantages of the "Xianfeng Qihang" Overseas Service Liaison Station (Kazakhstan Station) to more efficiently expand bilateral industrial links and economic and trade cooperation between China and Kazakhstan.
IBI Founder and CEOQian Xiaojunstated that IBI will use the Kazakhstan Digital Economy Headquarters as the strategic core hub for Central Asia to fully implement cross-border industrial services. By fully leveraging its three core advantages—platform traffic, digital technology, and full industrial chain resources—IBI aims to build a normalized and professionalized two-way economic and trade cooperation bridge between China and Kazakhstan: on one hand, helping local industries in Kazakhstan enter the Chinese market; on the other hand, assisting China's advantageous industries in landing in Kazakhstan, driving the continuous prosperity of trade circulation, cross-border logistics, and industrial investment between the two countries. The company will deeply root itself in Almaty, integrate into Kazakhstan's local industrial development framework, and provide targeted digital solutions to help local traditional industries transform and upgrade, improve the quality and efficiency of the real economy, create more trade cooperation opportunities and industrial employment value, and consolidate the foundation for mutually beneficial and win-win cooperation between China and Kazakhstan through long-term, pragmatic, and sustainable industrial collaboration.
Liu Junzhaistated that the IBI Kazakhstan Digital Economy Headquarters will radiate across Central Asia, providing cross-border operations for the industrial belt. This headquarters serves as both a frontier gateway for Chinese enterprises entering Central Asia and a convenient bridge for Central Asian enterprises to connect with China's complete industrial chain. In the future, six major cooperation directions will be prioritized: first, developing the industrial internet to assist Kazakhstan's manufacturing industry in digital upgrading; second, linking modern agriculture to activate local agricultural resources with Chinese technology; third, deeply exploring mineral processing to extend high-value-added industrial chains; fourth, building the Khorgos-Almaty smart cross-border logistics system; fifth, promoting bilateral industrial investment and joint venture project implementation; and sixth, providing one-stop overseas business services such as market, compliance, and resource docking.
