The "Guidelines for the Evaluation of Smart Port Levels (Trial)" Issued

  To guide and accelerate the construction of smart ports, and to objectively, systematically, and comprehensively evaluate the effectiveness of smart port construction, the Ministry of Transport recently issued the "Smart Port Grade Evaluation Guide (Trial)" (referred to as the "Guide"). The "Guide" is applicable to the grade evaluation activities of the smart development level of major ports nationwide, targeting specialized terminals, port areas, or ports for container and dry bulk cargo that have been in formal operation for no less than 2 years.

  The "Guide" divides smart port grades into three levels: Level 1 (Leading Type), Level 2 (Advanced Type), and Level 3 (Basic Type); regarding evaluation indicators, it clarifies the principles for selecting evaluation indicators, and the evaluation indicator system composed of 4 dimensions, 13 primary indicators, and 25 secondary indicators, detailing the evaluation points; in terms of organization and implementation, it specifies the evaluation procedure of self-evaluation by port enterprises, verification and announcement by the China Ports Association and the China Water Transport Construction Industry Association, as well as the dynamic management and application of evaluation results.

  To ensure safe development, the "Guide" specifies: those who fail to conduct network security level protection, data security protection, personal information protection, commercial password application, and critical information infrastructure security protection as required, experience significant network security incidents within two years, or have general or above safety production accidents caused by information systems within two years, shall not be rated as smart ports.
