On May 26, the Islamic Republic of PakistanPrime Minister Shehbaz Sharifled a high-level delegation to visit the IBI Digital Economy Headquarters and attended the China-Pakistan Business Forum to deliver a keynote speech. At the event, the Fengtai Science Park "Forefront Sailing" Overseas Service Liaison Station (Pakistan Station)was officially unveiled. IBI Founder and CEOQian Xiaojun, along with IBI Director, Senior Vice President, TDD Global Founder, and Founding President of the Beijing Future Entrepreneurs Promotion Association Liu Junzhai, accompanied the delegation for exchanges. During the event, the “Forefront Sailing” Overseas Service Liaison Station (Pakistan Station) of Fengtai Science Park was officially unveiled.

Qian Xiaojun, Founder and CEO of IBI, together with Liu Junzhai, Director and Senior Vice President of IBI, Founder of TDD Global, and Founding President of the Beijing Future Entrepreneurs Promotion Association, accompanied the delegation throughout the exchange activities.

This year marks the 75th anniversary of the establishment of diplomatic relations between China and Pakistan, with bilateral practical cooperation continuing to deepen and deliver tangible results. From May 8 to 14, an IBI delegation visited Pakistan for extensive exchanges and cooperation discussions, during which they were warmly received byPrime MinisterShehbaz Sharif. On May 13, the IBI Pakistan Digital Economy Headquarters was officially inaugurated in Islamabad,Deputy Prime Minister and Foreign Minister Ishaq Darattended the ceremony and delivered remarks, highly commending the project as a transformative milestone in the China–Pakistan All-Weather Strategic Cooperative Partnership. He noted that the initiative marks a new stage in China–Pakistan cooperation, evolving from traditional infrastructure development toward digital infrastructure and the joint construction of a Digital Silk Road, thereby opening a new chapter in bilateral digital economy cooperation.

Pakistan firmly supports the high-quality joint construction of the Belt and Road Initiative, continues to optimize the business environment, and is committed to providing policy guarantees and comprehensive services for Chinese enterprises. He welcomed Chinese companies to deeply participate in Pakistan's digital economy, renewable energy, modern agriculture, mineral deep processing, rail transit, pharmaceutical health, and other fields, jointly creating a model of mutually beneficial industrial cooperation. Prime Minister Shehbaz stated that IBI is a typical example of implementing the China-Pakistan All-Weather Strategic Cooperative Partnership, serving as an important bridge and link between Chinese and Pakistani enterprises, and acting as a civilian ambassador for enterprise-level diplomacy between the two countries.

In his keynote address, Prime Minister Muhammad Shehbaz Sharif, referring to the spirit of the China–Pakistan Joint Statement, emphasized that China and Pakistan are All-Weather Strategic Cooperative Partners and are jointly building an even closer China–Pakistan community with a shared future in the new era. He noted that the China–Pakistan Economic Corridor is advancing toward comprehensive transformation featuring industrialization, private-sector participation, and two-way investment.

The Pakistani side remains firmly committed to high-quality Belt and Road cooperation, continuously improving the business environment and providing policy support and full-process services for Chinese enterprises. Pakistan welcomes Chinese companies to participate deeply in sectors including the digital economy, renewable energy, modern agriculture, mineral deep processing, rail transit, and healthcare, with the goal of jointly creating a model of mutually beneficial industrial cooperation. Prime Minister Muhammad Shehbaz Sharif stated that IBI serves as a model case for implementing the China–Pakistan All-Weather Strategic Cooperative Partnership and acts not only as an important bridge connecting enterprises of both countries, but also as a people-to-people ambassador for bilateral business exchanges.

IBI Founder and CEO Qian Xiaojunintroduced that IBI focuses on the 12 key cooperation sectors identified by Pakistan and implements a “One Industry, One Dedicated Task Force” mechanism to promote project implementation, factory construction, market expansion, and effective outcomes. In the mining sector, it facilitates the integration of Chinese exploration, environmental protection, and deep processing technologies with Pakistan’s special economic zones, achieving localized ore processing, local smelting, and nearby employment solutions. In the agriculture and food sector, it establishes cold-chain logistics and contract farming systems to help Pakistani agricultural products efficiently enter the Chinese market. In the energy and infrastructure sector, it focuses on renewable energy and railway modernization, advancing technology transfer, talent training, and localized production. In the digital economy sector, it co-builds AI laboratories, software outsourcing centers, and cross-border e-commerce hubs, implements digital talent development programs, and supports Pakistan’s digital industry upgrading. In competitive industries such as textiles, pharmaceuticals, chemicals, and electronics, it promotes an integrated model of “industrial parks + procurement centers + fast-track certification + technical services” to enhance the quality and efficiency of cooperation.

Qian Xiaojunstated that IBI is guided by the core objectives of project implementation, order fulfillment, job creation, and value realization, pragmatically advancing China–Pakistan industrial cooperation. Currently, it is collaborating with the JW Group in Lahore to develop a 1,600-acre special economic zone, attracting Chinese enterprises, capital, and technologies to form industrial clusters, driving local employment and industrial development.
