  In some border towns of Honghe and Pu'er in Yunnan, drones have transformed into "air messengers," reducing delivery times from nearly 3 hours to around 40 minutes; in Shenzhen, Guangdong, drones have become "air paramedics," delivering automated external defibrillators to emergency sites in about 4 minutes; in Shanghai, drones have taken on the role of "air traffic controllers," flying to accident scenes within 2 minutes to handle traffic incidents and reduce congestion. At the "Starting the 15th Five-Year Plan" series of themed press conferences held by the State Council Information Office on April 17, reporters learned that over the past two years, the low-altitude economy has been integrating into everyday life, safeguarding countless households, effectively promoting economic and social development, enhancing people's sense of gain, and providing "airborne solutions" to public needs.

  Anchoring the "15th Five-Year Plan," China will adhere to the theme of healthy and orderly development, with reform and innovation as the main thread, to promote the low-altitude economy to achieve "effective management, stable flight, and flexible utilization."

  "Without safety, there is no low-altitude economy." Zheng Jian, Director of the Low-Altitude Economy Development Department of the National Development and Reform Commission, stated that ensuring the safety of the low-altitude economy, especially flight safety, will be a priority. Efforts will be made to strengthen the foundation for safe development, enhance full-cycle management of aircraft, innovate and improve safety supervision mechanisms, and strictly implement safety supervision measures. Currently, various regions are also introducing management regulations based on their actual conditions and needs, refining and clarifying specific norms for low-altitude safety management.

  In terms of industrial support, over the next five years, China will focus on consolidating and enhancing industrial development advantages as a development orientation, increasing the development of new types of aircraft such as heavy-load fixed-wing drones and long-endurance vertical take-off and landing aircraft, forming a spectrum of key low-altitude equipment, driving upstream and downstream supporting industries, and tailoring comprehensive cluster development hubs to local conditions.

  The "15th Five-Year Plan" has started with momentum, and diverse low-altitude economy scenarios are accelerating their implementation. During the "15th Five-Year Plan" period, the development of the low-altitude economy will adhere to the principle of "three firsts and three laters": cargo before passengers, isolation before integration, and suburbs before urban areas. Under the premise of strict risk control and ensuring safety, regions with suitable conditions will be supported to prioritize the promotion of mature scenarios and cultivate and expand promising new scenarios. Based on the needs of scenario applications, key element system support will be strengthened. Efforts will focus on improving refined airspace management, scientifically planning the layout of low-altitude air routes, and promoting the construction of low-altitude intelligent network systems, enabling more scenarios that benefit thousands of households and empower various industries to be safely and efficiently implemented.

  Autonomous control and safety reliability are the focal points of technological innovation in the low-altitude economy. China will deepen fundamental theoretical research, promote collaborative efforts centered on leading enterprises, strengthen cooperation among enterprises, universities, and research institutes, and support capable private enterprises in leading major technological research tasks. Breakthroughs will be sought in key technologies such as intelligent flight and hybrid power systems, comprehensively advancing the deep integration of technological and industrial innovation.
