In Zhejiang, the story of the maritime department fully safeguarding the safety and smooth flow of maritime logistics has also become another perspective of "Mobile China."
Recently, under the full escort and scientific management of the Zhoushan maritime authorities, the Liberian-registered 300,000-ton ultra-large crude carrier (VLCC) "ALMIATLAS" (Atlas) smoothly berthed at berth No. 5 of Sinochem Xingzhong Company in Aoshan Port Area of Ningbo-Zhoushan Port, successfully commencing oil unloading operations and marking the beginning of energy transportation in Aoshan Port Area for the Lunar New Year of the Year of the Horse.
In response to the navigation characteristics of this "maritime giant," the Zhoushan Maritime Department proactively coordinated with ship agents, terminal operators, pilots, and other relevant units, thoroughly reviewing core information such as ship tonnage and cargo conditions. They tailored an exclusive full-process piloting and security plan, refining measures for navigation control and emergency response. Simultaneously, they efficiently completed the approval procedures related to the entry and exit of dangerous goods at the port, creating a green and convenient channel for the supertanker to enter the port smoothly, fully ensuring the unimpeded flow of the energy transportation chain.
On the 19th (the third day of the Lunar New Year), under the meticulous guidance of the bureau, the first 400,000-ton ore carrier of the Lunar New Year, "Mingcheng," smoothly docked at the Ningbo Zhoushan Port Shulanghu Ore Transfer Terminal. As the largest offshore iron ore transfer base in the country, the cumulative ore unloading volume at Shulanghu Ore Transfer Terminal has exceeded 300 million tons.
During this escort process, Zhoushan Maritime Safety Administration innovatively established a "land, sea, and air" three-dimensional supervision system, integrating methods such as aerial patrols with drones and on-site escort by patrol boats to implement full-process dynamic supervision and traffic organization for the port entry channel of vessels.
In Taizhou, Zhejiang, during the Spring Festival holiday, the local coastal area was once affected by adverse weather conditions such as strong winds and dense fog, causing disruptions to the transportation of key energy materials. During the holiday period, the demand for electricity and heating among residents in the jurisdiction surged, and several enterprises reported tight supplies of energy materials such as fuel oil and thermal coal. Multiple energy material transport ships outside the port urgently needed to enter the port for unloading and replenishment.
After receiving the request for assistance, the Taizhou Maritime Department immediately initiated an emergency response, coordinating with meteorological, port, and navigation departments to analyze weather dynamics, accurately assess navigation risks, and simultaneously connect with enterprises and pilot stations to identify material transportation needs and ship arrival plans. They quickly developed personalized support plans for 6 coal ships and 3 fuel oil ships waiting outside the port to enter.
After meeting the navigation conditions, the maritime department immediately lifted traffic control, established a "green channel" for key energy material vessels, implemented priority approval and on-the-spot processing for related services, significantly reducing the turnaround time of ships in port. As of the 20th, the bureau has ensured the smooth entry of 15 key energy material vessels into the port, transporting over 287,800 tons of thermal coal and 16,400 tons of fuel oil.
In Jiaxing, Zhejiang, the maritime department connected in advance with key enterprises such as Jiaxing Power Plant before the Spring Festival, assessing holiday energy demands and ship arrival plans. Considering winter cold wave weather and complex channel conditions, they developed port entry plans for key vessels. During the Spring Festival holiday, the maritime traffic control center implemented 24-hour dynamic monitoring of energy transport ships and conducted inspections of key waterways using patrol boats and drones to ensure the safe berthing operations of coal and LNG ships.
The relevant person in charge of Jiaxing Maritime Safety Administration introduced: "To improve transportation efficiency, relevant vessels can enjoy the 'green channel' policy, achieving 'direct entry and docking, direct departure and leaving.' Relying on the 'Jia Hai Tong' platform, multi-party port and shipping information is shared in real-time, and the approval process is further simplified. During the cold wave and strong wind weather over the Spring Festival period, the maritime department strengthened coordination with meteorological units, promptly issued warning information, guided enterprises to adjust transportation plans, and strictly implemented 24-hour emergency duty."
Since the beginning of this year's Spring Festival holiday, as of the 19th (the third day of the Lunar New Year), energy and material transportation via waterways in Jiaxing has remained safe and smooth. The Jiaxing maritime department has cumulatively ensured the safe arrival of 41 electric coal transport ships, unloading 1.486 million tons of electric coal; unloading 34,800 tons of LNG (liquefied natural gas); and transporting 350,000 tons of electric coal to the northern Zhejiang hinterland through sea-river combined transport, providing strong support for stable energy supply during the holiday period.
