On September 5, 2024, IBI founder, CEO/President Qian Xiaojun was invited to attend the opening ceremony of the China-Africa Cooperation Forum Beijing Summit.

On the morning of September 5, President Xi Jinping attended the opening ceremony of the China-Africa Cooperation Forum Beijing Summit at the Great Hall of the People in Beijing and delivered a keynote speech. Xi Jinping announced that China’s bilateral relations with all African countries that have established diplomatic ties have been elevated to a strategic level, and the overall positioning of China-Africa relations has been elevated to a new era of the all-weather China-Africa community with a shared future, which will implement ten cooperative actions for modernization between China and Africa.

Members of the Standing Committee of the Political Bureau of the CPC Central Committee, including Li Qiang, Zhao Leji, Wang Huning, Cai Qi, Ding Xuexiang, and Li Xi, attended the event.

Xi Jinping delivered a keynote speech titled "Working Together to Promote Modernization and Build a Community with a Shared Future."

Xi Jinping pointed out that in this season of harvest, he is delighted to gather with old and new friends in Beijing to discuss the grand plan for China-Africa friendly cooperation in the new era. China-Africa friendship transcends time and space, across mountains and seas, and is passed down from generation to generation. In the 24 years since the establishment of the China-Africa Cooperation Forum, especially in the new era, China and African brothers and sisters, with the concept of sincerity, real results, affinity, and good faith, have stood shoulder to shoulder in the face of global changes unprecedented in a century, steadfastly defending each other's legitimate rights; amidst the tide of economic globalization, they have strengthened and enhanced to benefit billions of Chinese and African people; in the face of major disasters and pandemics, they have shared weal and woe, writing poignant stories of China-Africa friendship; always understanding and supporting each other, setting a model of new international relations. After nearly 70 years of hard work, China-Africa relations are at the best period in history. Looking to the future, China proposes to elevate the bilateral relations with all African countries that have established diplomatic relations to a strategic level and elevate the overall positioning of China-Africa relations to a new era of the all-weather China-Africa community with a shared future.

Xi Jinping stated that achieving modernization is the undeniable right of all countries. China is firmly advancing the construction of a strong nation and the great rejuvenation of the Chinese nation through Chinese-style modernization. Africa is also steadily moving towards the modernization goals outlined in the African Union's "Agenda 2063". China and Africa, pursuing the dream of modernization together, are sure to ignite a modernization frenzy in the global south and compose a new chapter in building a community with a shared future for mankind.

Xi Jinping proposed that China and Africa should work together to promote "six modernizations."

——We should work together to promote fair and reasonable modernization. Advancing national modernization requires following the general laws of modernization while also aligning with the realities of each country. China is willing to strengthen exchanges with Africa in governance experience, supporting each country in exploring modernization paths that suit their national conditions to ensure equality of rights and opportunities.

——We should work together to promote open and win-win modernization. Mutually beneficial cooperation is the path to long-term and fundamental interests of all countries. China is willing to deepen cooperation with Africa in industries, agriculture, infrastructure, trade and investment, to set an example of high-quality Belt and Road cooperation, and jointly build a model of implementing global development initiatives.

——We should work together to promote modernization that puts people first. The ultimate goal of modernization is the free and comprehensive development of people. China is willing to cooperate with Africa in talent cultivation, poverty alleviation, employment, and other fields, to enhance people's sense of gain, happiness, and security in the modernization process, and to jointly promote modernization that benefits all people.

——We should work together to promote diverse and inclusive modernization. Achieving balanced development between material civilization and spiritual civilization is the noble pursuit of modernization. China is willing to engage in close cultural exchanges with Africa, advocate mutual respect and inclusive coexistence among different civilizations, and jointly promote the global civilization initiative to yield more fruitful results.

——We should work together to promote eco-friendly modernization. Green development is a vivid symbol of modernization in the new era. China is willing to help Africa create a "green growth engine," narrow the energy accessibility gap, adhere to the principle of common but differentiated responsibilities, and jointly promote a global green low-carbon transition.

——We should work together to promote peaceful and secure modernization. Modernization cannot be achieved without a peaceful and stable development environment. China is willing to help Africa enhance its ability to maintain peace and stability independently, promote the implementation of the global security initiative in Africa first, facilitate positive interaction between high-quality development and high-level security, and jointly maintain world peace and stability.

Xi Jinping emphasized that China and Africa account for one-third of the world's population, and without the modernization of China and Africa, there will be no modernization of the world. In the next three years, China is willing to join hands with Africa to promote ten cooperative actions for modernization, deepen China-Africa cooperation, and lead the global south in modernization.

First, the Civilization Exchange Partnership Action. China is willing to build a platform for exchanging governance experiences with Africa, establish the China-Africa Development Knowledge Network and 25 China-Africa Research Centers, and invite 1,000 African political party figures to China for exchanges.

Second, the Trade Prosperity Partnership Action. China is willing to unilaterally expand market opening, deciding to grant 100% zero-tariff treatment to products of all least developed countries that have diplomatic relations with China, including 33 African countries, making the Chinese market a great opportunity for Africa. Expand access to African agricultural products, deepen cooperation in e-commerce and other fields, and implement the “China-Africa Quality Enhancement Plan”. China is willing to sign a framework agreement for joint development of the economic partnership to provide long-term, stable, and predictable institutional guarantees for China-Africa trade and investment.

Third, the Industrial Chain Cooperation Partnership Action. China is willing to create an industrial cooperation growth circle with Africa, focus on building pilot zones for China-Africa deep economic and trade cooperation, and launch the "Africa SME Empowerment Plan". Jointly build the China-Africa Digital Technology Cooperation Center and construct 20 digital demonstration projects.

Fourth, the Connectivity Partnership Action. China is willing to implement 30 infrastructure connectivity projects in Africa, work together to advance high-quality Belt and Road cooperation, and create a China-Africa connectivity network of land-sea coordination and collaborative development. Assist in constructing the African Continental Free Trade Area, deepen logistics and financial cooperation, and aid in Africa’s cross-regional development.

Fifth, the Development Cooperation Partnership Action. China is willing to jointly issue a joint statement with Africa on deepening cooperation within the framework of the global development initiative and implement 1,000 "small but beautiful" livelihood projects. Inject funds into the China-World Bank Partnership Fund. Support holding the 2026 Youth Olympic Games and the 2027 African Cup, so that development achievements can better benefit the Chinese and African people.

Sixth, the Health Partnership Action. China is willing to establish a China-Africa Hospital Alliance with Africa and jointly build a joint medical center. Dispatch 2,000 medical team members to Africa, implement 20 health and anti-malaria projects, promote Chinese enterprises to invest in pharmaceutical production, and continue to provide what support possible for the pandemics Africa encounters. Support the construction of the African CDC and enhance the public health capabilities of African countries.

Seventh, the Agricultural Benefiting-People Partnership Action. China will provide 1 billion RMB in emergency food aid to Africa, build a 100,000-acre agricultural standardization demonstration zone, dispatch 500 agricultural experts, and establish a China-Africa Agricultural Science and Technology Innovation Alliance. Implement 500 public welfare projects. Encourage China-Africa enterprises to "head towards" investing and entrepreneurship, creating no less than 1 million jobs for Africa.

Eighth, the Cultural Exchange Partnership Action. China is willing to further advance the "Future Africa Vocational Education" plan with Africa, jointly build engineering technology colleges, and construct ten “Luban Workshops”. Provide 60,000 study opportunities mainly targeting African women and youth. Jointly implement the China-Africa “Cultural Silk Road” plan and the “Radio and Television Innovation Cooperation Plan”. Designate 2026 as the "China-Africa Cultural Exchange Year".

Ninth, the Green Development Partnership Action. China is willing to implement 30 clean energy projects in Africa, establish a meteorological early warning business platform, and conduct disaster reduction, relief, and biodiversity protection cooperation. Establish the China-Africa Peaceful Use of Nuclear Technology Forum, and conduct satellite remote sensing, lunar, and deep space exploration cooperation to help Africa achieve green development.

Tenth, the Security Co-build Partnership Action. China is willing to establish a partnership with Africa to implement the Global Security Initiative, train 6,000 military talents and 1,000 law enforcement officers for Africa, and invite 500 young military officers to visit China. Conduct China-Africa joint military exercises and training, joint patrols, implement the "Aid Africa Landmine-Free Action", and jointly maintain personnel and project safety.

To promote the implementation of the "Ten Partnership Actions", the Chinese government is willing to provide strong support for pragmatic cooperation in various China-Africa fields.

Xi Jinping finally emphasized that the Third Plenary Session of the 20th CPC Central Committee systematically deployed further comprehensive deepening of reforms and advancing Chinese-style modernization. This will profoundly change China and inevitably provide new opportunities and inject new momentum for African countries and China-Africa's shared dream of modernization. There is an African proverb that says “Partners who accompany the journey are true friends.” Not a single country should be left out on the road to modernization. Let us gather the immense strength of more than 2.8 billion Chinese and African people and join hands on the path to modernization, using China-Africa modernization to assist the modernization of the global south, creating a new chapter in human development and jointly paving the way for a world of peace, security, prosperity, and progress!

Senegalese President Macky Sall, the co-chairing country of the China-Africa Cooperation Forum, Mauritanian President Mohamed Ould Ghazouani, the rotating chair of the African Union, South African President Cyril Ramaphosa, Republic of Congo President Denis Sassou Nguesso, Nigerian President Bola Ahmed Tinubu, Tanzanian President Samia Suluhu Hassan, invited guest, UN Secretary-General António Guterres, and African Union Commission Chairperson Moussa Faki Mahamat also made speeches at the opening ceremony.

African leaders expressed gratitude to China for hosting the China-Africa Cooperation Forum Beijing Summit and highly praised the profound traditional friendship and positive outcomes since the establishment of the Forum, especially since the Beijing Summit in 2018. They highly appreciated President Xi Jinping's proposal of the "Ten Partnership Actions" for advancing modernization together with Africa. They stated that the China-Africa Cooperation Forum is an effective platform not only for advancing Africa-China partnerships but has also become a shining example of South-South cooperation. Cooperation through the Forum is based on friendship, respect, and mutual benefit, with no political strings attached by China, greatly enhancing connectivity and socio-economic development in African countries. In the current complex and volatile international situation, deepening cooperation with China has become even more critical for African countries to achieve security, stability, and sustainable development. China and Africa share common ideas. African countries highly appreciate and fully support the important concept of building a community with a shared future for mankind and the Belt and Road Initiative, the global development initiative, global security initiative, and global civilization initiative proposed by President Xi Jinping, and are willing to jointly promote values shared by all humanity with China, supporting all countries in exploring modernization paths suitable to their national conditions. African countries firmly uphold the one-China policy, fully support all efforts made by the Chinese government for national unification, and resolutely oppose external forces using Taiwan, human rights, and other issues to interfere in China's internal affairs. They congratulated the successful convening of the CPC's Third Plenary Session of the 20th Central Committee, believing that China's further deepening of comprehensive reforms and advancement of Chinese-style modernization will bring more development opportunities to countries worldwide, including African countries. African countries wish to continue adhering to the Five Principles of Peaceful Coexistence and the spirit of China-Africa friendly cooperation with China, actively implementing the outcomes of this summit, promoting industrialization and agricultural modernization together, building a new era all-weather China-Africa community with a shared future, and jointly moving towards a bright future of peace, security, prosperity, and progress.

The summit adopted the "Beijing Declaration on Building a New Era All-Weather China-Africa Community with a Shared Future" and the "China-Africa Cooperation Forum - Beijing Action Plan (2025-2027)."

Over 3,200 people, including heads of states, heads of governments, and heads of delegations of member countries of the China-Africa Cooperation Forum, as well as international and regional organization leaders and representatives from various fields from China and abroad, attended the opening ceremony.

In August, the IBI inspection team conducted in-depth research in Angola: held business talks with Angola's Minister of State for Economic Coordination Estado Dr. Jose Luis Massano, General of the Armed Forces and Social Security Office Dr. Cristóvão Miguel da Silva, Governor of Cuanza Sul Province Mara Quiosa, and the Ministry of Agriculture, visited the Chinese Embassy in Angola, Yongjin Industrial Park - Zhongliao Agriculture, Xilu International Electric Power Engineering, SANEP GROUP, and China Haoyuan Group, and signed a strategic cooperation agreement with Haishan Group. IBIFDD and Angola will further deepen cooperation in agriculture, farm operations, food processing, engineering machinery, minerals, and actively promote the implementation of the "industrial belt + cross-border e-commerce" model in Angola.

In April 2024, IBICNAUTO was invited to participate in the global value chain symposium of developing countries in China and Africa, with the theme of "Global Value Chains in Developing Countries," focusing on the development of industrial chain and value chain cooperation between China and various African countries.

In April 2024, IBI signed a strategic cooperation agreement with South Africa's Vanmag Mining Company. The two parties will strengthen cooperation in key areas such as metal mineral processing, digital logistics, trade investment, agricultural product processing, energy resources, finance, digital economy, science and technology, and green development centered around the China-South Africa cross-border e-commerce trading platform.

In August 2024, IBI, in collaboration with Sinotrans, explored the Ugandan coffee market, leveraging its advantages as an industrial internet platform to create an efficient and convenient channel for Ugandan coffee to enter the Chinese market. This effort not only injected new vitality into China-Africa trade cooperation but also brought more development opportunities to enterprises in both countries.

Moreover, IBI is continually advancing its business layout in Africa, including South Africa and West Africa. Its cross-border e-commerce business provides new channels and methods for the circulation of goods between Africa and China. IBI's Duoduo platform will continuously strengthen business exchanges and cooperation with the African region, contributing value to economic and trade exchanges between China and Africa.
