On the morning of July 16, the Kazakhstan-China High-Tech Enterprises Roundtable was grandly held at the Peninsula Hotel in Shanghai. The President of the Republic of KazakhstanKassym-Jomart TokayevHis Excellency attended the event in person and delivered an important speech. IBI Director and TDD-Global FounderLiu Junzhai was invited to attend the meeting. This roundtable is an important bilateral high-level government-business forum accompanying the 2026 Shanghai World Artificial Intelligence Conference, focusing on key areas of cooperation between China and Kazakhstan such as artificial intelligence, digital infrastructure, new energy, and data centers.

During the meeting,Liu Junzhai and the Deputy Mayor of AlmatySmagulov Olzhas Mukhtarovich jointly signed the "Memorandum of Cooperation on Digitalization and Intelligent Transformation." This signing will leverage IBI's core advantages in "platform, technology, and data" to comprehensively promote the implementation of digital economy strategic cooperation in Central Asia, contributing to the joint construction of the "Digital Silk Road." It also marks a new milestone in IBI's strategic cooperation in Kazakhstan, transitioning from the headquarters establishment phase to a phase of comprehensive deepened collaboration.

According to the memorandum, the two parties intend to establish a long-term strategic partnership, with the IBI Kazakhstan Digital Economy Headquarters as the core implementation platform. The collaboration will focus on Almaty's digital economy development and industrial intelligent transformation, integrating the Almaty municipal government's policy coordination, urban governance, industrial resources, and public service advantages with IBI's industrial internet expertise and digital capabilities. Together, they aim to identify, validate, and promote cooperative projects with demonstrative effects. The memorandum outlines three key areas of cooperation: First, focusing on artificial intelligence computing infrastructure and service systems, exploring the planning and construction of an intelligent computing center or city-level computing service platform in Almaty, covering heterogeneous computing scheduling, data security, model training and inference, and industrial AI applications; Second, advancing industrial digitalization cooperation by exploring solutions such as smart factories, industrial internet and supply chain collaboration, industrial large models, regional industrial brains, and data asset operations for Almaty's key industries, parks, and enterprises; Third, leveraging Almaty's advantages as a transportation and trade hub to promote smart warehousing, multimodal transport by rail, road, and air, intelligent scheduling, logistics visualization, and China-Kazakhstan cross-border trade, contributing to the establishment of a smart logistics and supply chain service node for Central Asia.

On July 8, the IBI Kazakhstan Digital Economy Headquarters was officially launched in Almaty, and the "Xianfeng Qihang" Overseas Service Liaison Station (Kazakhstan Station) was unveiled simultaneously. At the ceremony, IBI Founder and CEO Qian Xiaojun stated that the headquarters would serve as a strategic core hub for Central Asia, leveraging three major advantages: platform traffic, digital technology, and full industry chain resources, to build a bridge for China-Kazakhstan economic and trade cooperation. Liu Junzhai outlined six key directions for the headquarters' influence across Central Asia: industrial internet, modern agricultural collaboration, advanced mineral processing, Khorgos-Almaty smart cross-border logistics, bilateral industrial investment and joint ventures, and one-stop overseas business services.

The signing of this memorandum not only institutionalizes the achievements of the headquarters' launch but also elevates the cooperation between the two parties from project execution to strategic planning. IBI will continue to use its Kazakhstan headquarters as a hub, deeply integrating into the industrial development of Almaty and Kazakhstan, leveraging industrial internet capabilities to assist in the transformation and upgrading of traditional industries, and solidifying the foundation for mutually beneficial cooperation between China and Kazakhstan through sustainable collaboration.
