Work Update | Industry Data Elements Research Team Visits IBI and Energy Chain Group for Exchange and Learning

On March 5th, a research group on the industrial data elements was formed by the preparatory committee of the Industrial Internet Branch of the China Information Association in cooperation with the Data & Technology Support Center of the Central Cyberspace Administration, the National Industrial Information Security Development Research Center, and the Internet Industry Research Institute of Tsinghua University, among others. The group visited IBI and Energy Chain Group for investigation and learning to gain a deep understanding of the development status, achievements, challenges, and policy demands related to the data elementization of industrial internet platforms. IBI board member, Senior Vice President, and Board Secretary Pan Yong, Energy Chain Partner, Senior Vice President Su Wei, and others participated in the exchange.

With the successive introduction of relevant policies such as the "Twenty Data Measures" and "Data Elements X", the national policy layout on data elements is continuously increasing, and the support is continuously strengthening. The potential and value of data as a new production factor are increasingly receiving widespread attention and deepening application from all sectors of society.

As an important infrastructure for the transformation and upgrading of the entire industry chain, driven by orders, the industrial internet platform promotes the aggregation and flow of a vast amount of high-energy thermal data related to procurement and sales, storage and transportation, production, and transactions on the platform by providing digitalized transactions, digital supply chains, digital production operations, and digitalized industry services to upstream and downstream enterprises. The industrial internet platform is not only a circulative data merchant but also provides a series of high-value data products such as price indices, data reports, data analysis tools, and data models for industry enterprises, gradually expanding to application-type data merchants, and has become an important participant and promoter of the data element market.

In order to comprehensively understand the development status, achievements, challenges, and policy demands of the data elementization of industrial internet platforms, a special research group was formed by the preparatory committee of the Industrial Internet Branch of the China Information Association in cooperation with the Data & Technology Support Center of the Central Cyberspace Administration, the National Industrial Information Security Development Research Center, and the Internet Industry Research Institute of Tsinghua University. The group conducted research and exchanges at IBI and Energy Chain Group on March 5th.

In the morning, the research group first visited the IBI data center, Guolian Cloud digital experience hall, and held discussions and exchanges with IBI board member, Senior Vice President, and Board Secretary Pan Yong, Sunshine Procurement Network CEO Guan Chao, and Technical Director Zhang Meifu.

In the afternoon, the research group continued to visit the Energy Chain Group enterprise exhibition hall and held discussions and exchanges with Energy Chain Partner, Senior Vice President Su Wei, Energy Chain Chief Technology Officer Diao Shihan, and Director of the Intelligent Electric Technology Research Institute Liu Jia.

At the symposium, the research group and the two companies conducted thorough exchanges and discussions on the overall situation of platform data resources, current status of data governance, typical data products and application scenarios, the focus of future work, as well as challenges and policy demands encountered in advancing the elementization, productization, and assetization of data.

As important holders of industrial data resources, processors and users of data, and operators of data products, industrial internet platforms have currently made some positive progress in data resource management and data product development. However, they are still in the preliminary exploration stage in areas such as data rights confirmation, data registration, data pricing, data trading, and data inclusion in financial statements. There are still many urgent problems that need to be solved, and there is an urgent need for extensive participation and strong support from the government, industry associations, research institutions, higher education institutions, as well as data exchanges, law firms, and accounting firms.

In light of this, the research group plans to conduct on-site research and exchange discussions with industrial internet platform enterprises in Shanghai, Hangzhou, Xiamen, Guangzhou, Shenzhen, and other places in the near future, as well as carry out extensive online research and the collection of typical cases. This is to fully understand the practices and achievements, problems and challenges, demands, and suggestions related to data elements X in the relevant industrial internet platform sectors. After the research is concluded, the group will compile a detailed analysis report and industry bulletins to be submitted to relevant authorities for decision-making reference.

Next, the preparatory committee of the Industrial Internet Branch of the China Information Association will join forces with research institutions, higher education institutions, data exchanges, accounting firms, law firms, and technology-type data merchants to jointly initiate the establishment of a Industry Data Elements Working Group. This working group will be centered on industrial internet platforms, conducting a series of in-depth studies on the entire chain of data element rights confirmation, registration, evaluation, pricing, circulation, trading, and inclusion in financial statements, and jointly promote the resourceization, productization, and assetization of industrial data, facilitate the efficient circulation and use of industrial data elements, and better empower the high-quality development of the real economy!

The Industrial Internet Branch of the China Information Association (in preparation) is affiliated with the China Information Association. It is a national non-profit industry social organization jointly initiated and established by industrial internet platform companies, enterprises providing financial, logistics, technology, safety, and other support services, as well as research institutions and higher education institutions. The branch is dedicated to becoming a bridge and link, cooperation platform, industry think tank, and development center in the field of industrial internet, co-planning, co-promoting, and co-sharing innovative development achievements of the industrial internet.
