September 26, 2021, the World Internet Conference Wuzhen Summit opened in Wuzhen, Jiaxing, Zhejiang. IBI Chairman Liu Quan was invited to attend and delivered a speech at the summit's thematic forum—“High-End Forum on Network Content Innovation in the Digital Era.”

The World Internet Conference Wuzhen Summit is an annual global internet event co-hosted by the Cyberspace Administration of China and the People's Government of Zhejiang Province. This year's theme is "Toward a New Era of Digital Civilization—Working Together to Build a Community of Shared Future in Cyberspace", with the “High-End Forum on Network Innovation in the Digital Age” focusing on content innovation in the context of the digital era.

At the forum, Deputy Director of the Cyberspace Administration of China and Deputy Director of the National Internet Information Office Sheng Ronghua, Member of the Party Group and Secretary of the Secretariat of the Chinese Writers Association Hu Bangsheng, Member of the Standing Committee of the Zhejiang Provincial Party Committee and Minister of Publicity Zhu Guoxian, and Member of the National Committee of the Chinese People's Political Consultative Conference and Chairman of Hong Kong Ta Kung Wen Wei Media Group Jiang Zhaizhong delivered speeches respectively.

IBI Chairman Liu Quan shared the stage with renowned internet personalities from various fields, including Peking University Professor and Director of the Center for Cultural Resources Research Zhang Yiwu, Xinhua News Agency Chief Reporter Zhang Yang, famous online author "Tang Jia San Shao", Senior Vice President of Weibo Operations Cao Zenghui, Deputy Director and Party Committee Member of the Public Security Department of Tibet Autonomous Region Chen Shiqu, and well-known writer Ma Boyong to deliver speeches.
