On November 17, a delegation led by Gustavo Menéndez, Secretary for International Relations of Argentina’s Justicialist Party and Mayor of Merlo City, Buenos Aires Province, visited Fengtai District, Beijing. The delegation toured Guolian Co., Ltd. and held a discussion with Lin Yanhong, Deputy District Mayor of Fengtai.

Pan Yong, Director, Board Secretary and Senior Vice President of Guolian, accompanied the reception. The parties conducted in-depth exchanges on economic and trade cooperation, industrial matchmaking, and sister-city collaboration, reaching multiple consensuses.

The delegation first visited Guolian Co., Ltd., gaining a comprehensive understanding of the company’s achievements in digital supply chains, cross-border e-commerce, and green industries, with a special focus on its innovative practices in international trade services and industrial digital transformation. Mayor Menéndez spoke highly of Guolian’s platform resources and technological advantages, noting that Merlo City, as a key industrial node in Buenos Aires Province, has distinct strengths in agricultural product processing, manufacturing, and logistics hub development. He emphasized that Guolian’s digital service capabilities and global resource integration experience align closely with Merlo’s development needs, and expressed hope to build a practical cooperation bridge through enterprise collaboration to promote the two-way flow of high-quality resources between the two regions.

During the meeting, Deputy District Mayor Lin Yanhong warmly welcomed the delegation and introduced Fengtai’s development strengths in technological innovation, modern services, and international engagement. She noted that Fengtai, as a major growth engine in southern Beijing, enjoys a prominent geographical advantage and strong development potential, and is actively integrating into China–Argentina cooperation to explore mutual-benefit collaboration models and contribute “the strength of Fengtai” to bilateral cooperation.

Mayor Menéndez highly praised China’s development achievements and sincerity in cooperation, and emphasized that the Justicialist Party has always attached great importance to relations with China and will actively promote comprehensive exchanges between Argentine local governments and China. He stated that Merlo City possesses a solid industrial foundation and broad development prospects, and is willing to provide facilitated conditions for Chinese enterprises to invest and operate in Argentina. He expressed particular interest in deepening cooperation with Fengtai District and Guolian in areas such as cross-border agricultural trade and industrial digital upgrading, while also promoting people-to-people exchanges in culture and education, so that the China–Argentina friendship can take root at the local level.

Homero Koncurat, a diplomat from the Embassy of Argentina in China, also attended the meeting. He remarked that Fengtai’s industrial advantages and open, cooperative attitude are highly impressive. Given Argentina’s strong resource endowments and development potential in agriculture and manufacturing, he expressed the hope of further promoting multi-field cooperation platforms between Fengtai and various regions of Argentina, so that more practical cooperation outcomes can benefit the peoples of both countries.

Pan Yong gave a comprehensive introduction to Guolian’s development history and core businesses. Based on the complementary resource advantages of both sides, the heads of Guolian’s business units, including Fei Duoduo and Grain & Oil Duoduo, proposed concrete cooperation plans:

On one hand, leveraging the supply-demand complementarity between Argentina’s high-quality agricultural products such as soybeans and beef, and China’s industrial products such as fertilizers and pesticides, to expand bilateral trade and explore the construction of overseas warehouses to help Argentine agricultural products reach global markets.

On the other hand, through the joint construction of industrial parks, focusing on agricultural processing, fertilizer production, and digital logistics, to promote coordinated industrial chain development and help Argentina enhance its industrial added value and digitalization level.

Yin Haifeng, Vice President of Guolian and CEO of Fei Duoduo, along with Cui Xijing, Assistant to the President, and other business leaders attended the meeting.

In recent years, Fengtai District has actively served China’s overall diplomacy and deepened its international exchanges and cooperation, striving to build an important bridge for telling the “Fengtai story” and promoting foreign investment. This visit not only established a regularized government-enterprise communication mechanism between Fengtai and Merlo City, but also enriched the connotations of China–Argentina local cooperation, injecting new local vitality into the comprehensive strategic partnership between the two countries.
